Did This Guy Live on Emerald Street?

I understand that those are Iraqi police recruits underneath that motorcycle tire. This picture reminds me of when I was a boy growing up on Emerald Street. Scott Fox lined up a bunch of kids on the sidewalk and attempted to jump over us on his bike. He must have been successful because I don't remember there being any carnage.
